演讲提要:
Food Policy Councils first emerged in North America in the mid-1990s as a
strategy for the development of a regional food policy framework. But these
initial efforts often suffered from an unclear agenda and an unresolved
tension over the differences between change as defined by more formal,
government-based policy change or change generated by non-government actors.
Today, stimulated by a vastly more expansive food movement, Food Policy
Councils have re-emerged, with more than 270 Councils established in cities,
counties and states across the United States. Some, though not all, have been
motivated and guided by the concept of food justice. The talk will profile the
largest and most successful of these new Councils based in Los Angeles, and
how it has worked to create linkages between government and community-based
organizations.
